National Accordionist
Relocation Program (NARP)

In 1899 congress passed an unfunded mandate,
that each county should have an accordion player. Amazingly, nothing
happened becaue no body liked "Lady of Spain", and Dick Contino had not
been born yet. Then!! NARP came along. This law
was enacted after the 1970 census, when it was discovered that North Carolina,
and numerous other states had an extremely low (A/H), "Accordion
to Household" ratio. . The Federal Government, in an effort
to relieve accordionist overcrowding in states like Ohio, Pennsylvania,
Illinois, and part of the Catskills in NY, initiated NARP (The National
Accordionist Relocation Program) to redistribute accordionists fairly to
the states with low A/H ratios. San Francisco, CA, and Seattle,
WA opted out of the program, completely, in order to preserve their
assets. Consequently, Pamlico County now has enough accordionists,
in residence, to front an Annual Accordion Blast., celebrated in
June as National Accordion Awareness Month.
Ironically, this program is very
similar to the Federal Witness Protection Program, which has been
rumored to have helped populate Pamlico County for the past 30 years. |
